You can install it as follows:

Method 1

1) Add our repository http://cydia.orangegadgets.com to the sources in Cydia.
2) Then install GPSSerial the regular way you would install any package through Cydia.

Method 2

1) Upload the .deb file to your iPhone, e.g. in /var/mobile/Library
2) SSH into your iPhone and change to the directory where you put the file (e.g. /var/mobile/Library)
3) Execute the following command:

dpkg -r com.xwaves.gpsserial

to remove the old package and reboot your device.

4) SSH into your iPhone again and change to the directory where you put the file (e.g. /var/mobile/Library)
5) Execute the following command:

dpkg -i GPSSerial-1.4.3_beta_20101104.deb

and reboot your device.

GPSSERIAL VERSION 1.4.2 THAT IS CURRENTLY ON CYDIA WORKS BUT HAS A FEW BUGS LEFT.
IF YOU WISH TO USE THE LATEST BETA VERSION, YOU CAN INSTALL IT THROUGH CYDIA BY ADDING OUR REPOSITORY TO THE SOURCES OR BY INSTALLING THE PACKAGE MANUALLY PER INSTRUCTIONS ABOVE.
